ما به الرئيس الجزائري يستجمع ما تبقى من قواه المنهارة ليصرخ في وجه “المؤامرة”، بعد تحذير المعهد الأمريكي أونتروبريز من أن الجزائر على حافة الانهيار، رغم أن النظام الجزائري هو من يتحمل مسؤولية الانهيار.
بات إفلاس الجزائر حديث المنتديات الدولية، الإجماع يطبع كل تقارير مراكز التفكير ووزارات الخارجية، ومعاهد الدراسات الاستراتيجية.. وفي الواقع، لا يتطلب منك أن تكون مختصا في العلاقات الجيواستراتيجية لكي تستوعب ما يحدث في الجار الشرقي من إفلاس حقيقي على مختلف الأصعدة.
في “رسالة موجهة للأمة” بمناسبة اليوم الوطني للشهداء، الذي يصادف 18 فبراير بالجزائر، لجأ الرئيس الجزائري، إن وجد فعلا، إلى خطاب المظلومية متحدثا عن مؤامرة عالمية تحاك ضد بلد “المليون ونصف المليون شهيد”، مؤامرة قادمة من “وراء البحار” على رأي بوتفليقة، بعدما كانت سابقا تأتيهم من الجار الغربي.
وعوض أن تقوم الجزائر بما يستدعيه تحويل البلد نحو اقتصاد السوق من تشريعات وقوانين وإجراءات، لا يجد بوتفليقة ومن معه إلى التلويح بورقة المؤامرة الخارجية، رغم أنها لم تعد تنطلي على أحد، ولكم في ما يحدث في أزقة تيزي وزو والبليدة وبجاية الدليل الشافي إن كنتم تعقلون !
ما من شخص بالجزائر الشقيقة لا يزال يصدق ما يروجه النظام من خطابات تروج لخطاب المظلومية، فالتقارير الدولية ليست هي ما تعوز، لتكشف عورة اقتصاد بلد يعتمد على 98% من صادراته على المحروقات و 60% من مدخول الدولة.
لو افترضنا جدا أن نظام بوتفليقة على صح فيما يروجه من مؤامرة تحاك ضده، فلماذا ستتآمر المنظمات الدولية ضد هذا البلد دون غيره من البلدان؟ وهي التي تحذر الجزائر من سنوات سوداء قادمة.. في وقت يواصل النظام تدليل صغيرتها البوليساريو مقابل تفقير “الفقاقير”. ولنا في السيناريو الفينزويلي خير مثال، فما حدث لدكتاتورية هوغو تشافيز، يجري حرفيا بالجزائر، التي باتت تحفر قبرها بيدها، حينما قررت الاعتماد على المحروقات، وشراء السلم الاجتماعي بملايير البترول والغاز… والنتيجة هي اقتصاد منهار وتهرب ضريبي وتدهور للقطاع البنكي والخدماتي، دون إغفال “ديبلوماسية الدولار”، عبر شراء الدهم الدولي لصالح جمهورية الوهم، والفاتورة بلغت لحد الآن 300 مليار دولار من أموال الشعب الجزائري.
ولكي نفهم حقيقة ما يحدث بالجزائر، فيكفي تمحيص ما جاء في تقارير ثلاثة معاهد أمريكية معروفة عالميا خلصت إلى أن “غياب رئيس الدولة سيقود الجزائر إلى الانهيار”.
لقد أوضح التقرير أن الجزائر على حافة الانهيار”، معتبرا وضعية الجزائر حاليا تشبه إلى حد كبير وضعية كل من ليبيا وتونس ومصر عام 2010، “بمعدل كبير لعطالة الشباب، ونظام بنكي فاسد، وبرامج حماية اجتماعية لا يمكن تحملها، إضافة إلى وجود طبقة حاكمة متحجرة يرأسها دكتاتور في ورطة.. كلها مؤشرات على اقتراب الجزائر من الانهيار”.
وأوضح تقرير المعهد الأمريكي أنه لا يوجد دكتاتور (يقصد بوتفليقة) لم يستطع، على مر التاريخ، أن يجري إصلاحات ناجحة، “باستثناء الدكتاتور الشيلي أغوستو بينوتشي”، لافتا إلى أن الإصلاحات الاقتصادية للدكتاتوريين العسكريين تبقى نادرة.
وحذر معهد “أمريكان أنتربرايز” في تقريره الدول الأوروبية من أن السؤال هو ليس إن كان بإمكان الجزائر أن تنهار، ولكن متى؟ وقال: “إذا، أو عندما، تنهار الجزائر، على الغرب أن يكون مستعدا لعواقب اقتصادية وأمنية خطيرة”.
ويؤكد التقرير أن تخفيض الميزانية الذي قامت به السلطة، يعتبرها المعهد غير كافية لأن الحكومة الجزائرية لا تستطيع المساس بقطاعات مهمة مثل الصحة، والمدرسة، والسكن والتي تشكل “العمود الفقري لسياستها في شراء السلم الاجتماعي”، بدون أي عواقب على وجودها، وقالت: “.. لقد تجنبت (الحكومة) تخفيضات ضرورية، ولكن غير سارة سياسيا: الإعانات في التعليم، والسكن، والغذاء، والرعاية الصحية.. هذه البرامج تشكل العمود الفقري لنظام الرعاية الجزائري بميزانية 46 مليار دولار. وعلاوة على ذلك، لم يكن الرئيس الجزائري عبد العزيز بوتفليقة مستعدا لخفض الإنفاق العسكري للجزائر.. فبدلا من ذلك، تخطط لخفض برامج البنية التحتية التي تعاني أصلا من نقص في التمويل في الجزائر”.
أمام هذا الوضع، لا بد للمغرب أن ينتظر “انحرافات” جديدة للنظام الجزائري، فليس هناك مؤامرة خارجية، بقدر ما هنالك نظام أفلست جميع مقوماته السياسية والاقتصادية والمالية.. وما من شك أن الهزات الارتدادية لانهيار الجزائر ستصل إلى المغرب، الذي بات أكثر من أي وقت مضى معنيا بالنتائج الكارثية المحتملة .لانهيار النظام الجزائري، والمستقبل كفيل بتوضيح الصورة
