جماعة حاسي بركان جماعة قروية تابعة لإقليم الناظور إداريا،يزيد عدد سكانها عن 8 الف نسمة بقليل بعدما كان في السابق يفوق 12 ألف نسمة.
لهذا التراجع أسباب كثيرة كانعدام سوق العمل، وغياب المرافق الصحية وقلة المؤسسات التعليمية ناهيك عن القطاع الرياضي الذي يعتبر من أهم ركائز التنمية البشرية.
يبقى تزويد بعض الدواوير التابعة لتراب الجماعة بالماء الصالح للشرب والكهرباء مشروعا وطنيا ويتبهى به البعض مستغلين معاناة وانشغال المواطن في همومه للبحث عن لقمة العيش.
وغياب الضمير المهني وعدم مراعاة المصلحة العامة التي تلعب دورا فعالا في تخفيف العبء عن المواطن، لكن هيهات هيهات فطنة ووعي فئة عريضة من الساكنة ستبدد لا محالة نهج ومخطط الذين يسعون إلى ابقاء جماعتنا مهمشة ومقصية.
