بعد أن تأجل القرار لسنوات في عهد الحكومات السابقة، أصدر رئيس الحكومة، عزيز أخنوش، مرسوما يقضي بنزع ملكية قطع أرضية، بجماعة آيت قمرة بإقليم الحسيمة، بغرض إحداث نواة جامعية.وحسب الجريدة الرسمية، يقضي مرسوم رئيس الحكومة رقم 2.22.591، بناء على القانون رقم 7.81 المتعلق بنزع الملكية لأجل المنفعة العامة وبالإحتلال المؤقت الصادر بتنفيذه الظهير الشريف رقم 1.81.254 بتاريخ 6 ماي 1982، والمرسوم رقم 2.82.382 الصادر بتاريخ 16 أبريل 1983، وبعد الإطلاع على ونتائح البحث الإداري المباشر من 27 يناير إلى 29 مارس 2021 وباقتراح من وزير الإقتصاد والمالية وبعد استشارة وزير الداخلية، يعلن أن المنفعة العامة تقضي بإحداث نواة جامعية بجماعة آيت قمرة بإقليم الحسيمة”.

يذكر أن الساكنة وهيئات مدنية طالبت في وقت سابق بإحداث نواة جامعية تواكب الدينامية التعليمية والاقتصادية التي يشهدها الإقليم، والمطالبة بتحقيق “العدالة المجالية” في توزيع مشاريع الأنوية الجامعية ومؤسسات التكوين العالي، من أجل حصر معاناة آلاف الطلبة في التنقل صوب المدن المجاورة المحتضنة للمؤسسات الجاموكانت وزارة التربية الوطنية والتكوين المهني والتعليم العالي والبحث العلمي، قد رصدت حاولي 17 مليار سنتيم، لأشغال بناء المركب الجامعي للحسيمة، بجماعة ايت قمرة.

واعلنت الوزارة في وقت سابق صفقة لإنجاز المشروع ، بميزانية قدرت بـ 16 مليار 822 مليون سنتيم.عية.
